Clipore is entering its second phase in October 2007. The second phase is characterized by a research agenda directed toward close policy interaction and support, in particular the UNFCCC process and policies for the post-Kyoto period and the EU policy centered on Emissions trading.The program extends its research agenda to look into a number of alternative policy instruments, in particular for sectors not included in emissions trading, but also into how external trading areas could be linked to the EU system. The program has also a focus on issues related to developing countries and instruments encouraging climate mitigation and adaptation in these countries.
Finally, the program is directed toward studies on climate policy development in terms of forming legitimacy and linkages toward other processes, e.g. air pollution and sustainable development.
